Answer: No, it needs weeping ability. “Weep screeds” are required a certain locations pursuant to current building codes. This was not always the case and consequently many homes are not compliant with today’s standards. There are several different non-compliant termination techniques utilized and a different “cure” for each one. In no case is it advisable to break out the stucco at the bottom of the wall to install a weep screed. This process violates the underlying drainage plane and any water coming down the plane will most likely never see the new screed as it enters the structure at the termination of the demolition.
